Background: Due to adverse effect of global climate change Bangladesh coastline is being affected by saline intrusion. In Bangladesh, salinity affected 83.3 million hectares of land in 1973 which increased to 102 million hectares in 2000. In 2009, the area has increased to 105.6 million hectares. Due to adverse effect of climate change agriculture activities become lower in the coastal area of Bangladesh which is hampering the socio-economic conditions of the coastal people. People are now suffering from food scarcity, malnutrition, and wealth insufficiency. Ensuring, nutrition and economic security for the vast number of poor and vulnerable, particularly women and children in rural areas remain a challenge.

In this situation, expansion of coastal aquaculture specially shrimp culture will help the country to increase production, fish consumption, income along with coping of climate change’s adverse effects. In this regard to increase domestic consumption and to attract international buyer’s good aquaculture practices, HACCP (Hazard Analysis Critical Control Point), value chain management to comply with international standard is key to get premium price of the product which will open new era in coastal aquaculture as well as overall sectoral growth.

Product certification in terms of food safety and other relevant issues is one of the prime requirements of international buyers for premium price. In this connection third-party certification is quicker, acceptable to buyers and effective way out for product certification.  To facilitate the third-party certification of shrimp the project has provision to hire an International Consultant for 15-man days that will take the responsibilities of formulation of technical guidance on third-party certification of shrimp as well as the consultant will conduct a workshop for ‘guidance for third party certification i.e. GAP (Good Aquaculture Practices), HACCP (Hazard Analysis Critical Control Point) to increase farmers’ ability to meet export market demand at Khulna’ to increase the value chain actor’s ability to meet export market demand effectively. For this assignment, the hiring and selection work will be done during 1st week to 2nd week of March 2023 preferably using an online platform. After selection, the contract signing will also be completed during 2nd week of March 2023. The consultant will perform his work within 15 man-days during 3rd-4th week of March, 2023 but he/she has to present a paper on his assignment in a workshop scheduled to be held at the end of March, 2023.

Scope of Work:

(i) The Consultant will intensively work with the BSFF team as well as consult with the value chain actors through field visit (if needed) to develop “Technical guidance on third party certification i.e. GAP (Good Aquaculture Practices), HACCP (Hazard analysis critical control point) to increase farmer’s ability to meet export market demand”.

(ii) Through certification the consultant will assist in branding of almost naturally produced black tiger shrimp which are grown with very low stocking density (about 6/m2) having proper pigmentation, color and texture get premium price.

(iii) The improved extensive shrimp culture model followed by digital traceability implementation and certification will increase shrimp productivity especially for small holder farmers which in turn significantly contribute to explore potentiality of coastal fisheries resources.

Terms of Reference

  1. The consultant will work in his/her own country for about a week for the preparation of a “Technical guidance on third party certification i.e. GAP (Good Aquaculture Practices), HACCP (Hazard analysis critical control point) to increase farmer’s ability to meet export market demand” for shrimp and other fishery products. He/she will be needed to stay in Bangladesh for 7 (Seven) days to finalize his assignment and will make a presentation in a dedicated workshop for the same with his/her prepared technical guidance at the end of his contract period.
  2. The consultant will increase the skill and knowledge on third-party certification of project personnel and stakeholders through knowledge sharing, workshop and field visit (if required).
  3. He/she will guide project personnel and value chain actors to enhance certification system in shrimp and other fish and fishery products.
  4. The consultant’s assignment will cover forward and backward linkages i.e. feed, seed, other aqua inputs, culture management, handling of products, cool chain transport and processing factories for export promotion maintaining standard food safety compliance and domestic consumption of products.
  5. He/she will assist BSFF and project field staff to keep all the records of feeding, aqua drugs, medicine, and other aqua inputs during the nursing & grow out period to meet the demand of buyers.
  6. He/she may visit shrimp hatchery, feed mill, culture sites and fish processing factory if required for the development of assigned technical guidance and he will guide BSFF and project personnel as required.
  7. He/she will work closely with the project recruited Aquaculture Specialist, Technical Officer and other project personnel during the assigned period.
  8. He/she will assist team leader to prepare necessary documents and papers concerned with his assignment for the project.
  9. As stated above he/she will prepare and present a paper along with PPT for the stipulated workshop on “Guidance for third party certification i.e. GAP (Good Aquaculture Practices), HACCP (Hazard Analysis Critical Control point) to increase farmers ability to meet export market demand” to be held at Khulna at the end of assignment.

Qualifications & Experiences  

  1. The Consultant for third party certification should have at least a Master degree in Fisheries Science, Aquaculture/Coastal Aquaculture/Marine Science and/or any other relevant discipline.
  2. Having PhD in relevant field with required experience will get preference.
  3. 10 years working experience in fish and fishery products certification system, food safety compliance and other related issues.
  4. 10 years of working experience of fish and fishery products certification.
  5. Working experience in planning and advising on fish and fishery products certification system, food safety compliance and other related issues.
  6. Analytical knowledge and capacity on environmental and social safeguards measures associated with fish and fishery products certification system.
  7. Enable to work and communicate with concerned stakeholders and fluency in English with excellent written and communication skills.

 Duration of the Assignment:

  1. The consultant will be directly engaged for the preparation of a “Technical guidance on third party certification i.e. GAP (Good Aquaculture Practices), HACCP (Hazard analysis critical control point) to increase farmer’s ability to meet export market demand” for shrimp and other fishery products along with organization of a dedicated workshop for the same with his prepared technical guidance at the end of his/her assignment in Bangladesh for 15-man days during March, 2023.

Remuneration, Leaves and Benefits

  1. He will receive the project proposed remuneration for 15 man-days with round air trip from his belonging country.
  2. He/she will avail accommodation and perdiem as per project provision during his 7 days stay in Bangladesh.
  3. He/she will receive the remuneration package after submission of final report and other assigned activities to the authority.

National Consultant for Feasibility Study on Seabass Hatchery Establishment in Bangladesh

Job Context:

Ensuring, nutrition and economic security for the vast number of poor and vulnerable, particularly women and children in rural areas remains a challenge. In this situation, expansion of coastal aquaculture will help the country overcome climate change’s adverse effects. Seabass (Lates calcarifer) is a euryhaline  species that can tolerate wide range of salinity (0-35ppt). The main constraints of seabass culture are year-round seed availability, appropriate feed and proven feed based culture technology with minimization of cannibalism.

As the proposed project focusing all these aspects along with feasibility of seabass hatchery establishment, so successful project implementation with positive output can find the way out for establishing seabass hatchery or renovating some of our hatcheries as seabass hatchery, advocacy services to the local feed industries to produce seabass feed and appropriate feed-based culture technology through trial and error will certainly open new era in coastal aquaculture as well as overall sectoral growth. Mass seed production is a prime prerequisite for the expansion of seabass culture in Bangladesh. In this regard, BSFF will carry out a feasibility study to establish  seabass hatchery in Bangladesh which is one of the main objectives of the project.

BSFF will hire a local consultant experienced in the area concerned who will accomplish the assignment duly. For this assignment, the hiring and selection work will be done during 1st week to 2nd week of March 2023 preferably using an online platform. After selection, the contract signing will be completed during 3rd week to 4th week of March 2023. The consultant will perform his work by a desk review of information, a survey of hatcheries and other actors as required in the related areas for about a month including reporting in March-April 2023.

Job Responsibilities

  1. He/She will carry on desktop review to gather secondary data and relevant information on seabass culture in Bangladesh.
  2. The selected consultant will undertake the necessary research on the feasibility study of Seabass hatchery in Bangladesh.
  3. Analyze, collect and describe the up-to-date technical socio-economic and biophysical information available to justify feasibility of seabass hatchery in Bangladesh.
  4. The consultant will work on environmental factor & Social factor of seabass hatcheries in Bangladesh.
  5. He/ She will work on Integration of social, economic, legal and technical aspects of Seabass culture and production in Bangladesh.
  6. He/She will conduct field survey, FGD, KII to understand the local context about Seabass culture and marketing in Bangladesh.
  7. The consultant will visit carp and shrimp hatcheries at Khulna, Bagerhat and Cox’s Bazar to observe the present facilities of hatcheries production system.
  8. The consultant will provide economic analysis of Seabass hatchery on Bangladesh context
  9. Provide a recommendation focused on future prospect of seabass culture, fry production and marketing
  10. Consultant will prepare a plan of work at the beginning of feasibility study
  11. The consultant will provide a final report on feasibility study to establish seabass hatchery in Bangladesh.
  12. The consultant will share the findings of feasibility study in a workshop after completion of feasibility study.

 Qualification of the Candidate

  • Ideal candidate shall be a university professor in the relevant subject with specialization in the areas of fisheries and aqua culture should have a PhD in Fisheries Science/Aquaculture/ Fish Disease/ Fish Pathology/ Fish Pharmacology or relevant subject.
  • Teaching experience for at least 5 years in a renowned university either at home or abroad.
  • He/She should have research publication in relevant subjects, preferably in renowned journals after due peer review.
  • Good knowledge on seabass culture, hatchery management, domestication and marketing.
  • Good drafting skill in English and ability to prepare a draft outlining the context of assignment, the work carried out to complete the consultancy, the methodologies followed, preparation of final report at the end of the consultancy assignment.
  • Excellent analytical skills.
  • Excellent English writing capacity as well as presentation and reporting capacity.

Work duration: Twenty man-days within two months starting from March 1st to April 30.

Interview: The short listed candidates will be interviewed by BSFF selection team.

Salary & other Benefits: The selected consultant will be offered suitable compensation package following the agreement between the BSFF and selected consultant.

  • Payment would be paid in installments by BSFF in terms of agreement between BSFF and the selected consultant.
  • The consultant will be entitled to permissible expenses in connection with assigned work which BSFF will work out with the selected consultant.
  • In no case any expenses would be reimbursed which are not permissible under BSFF project rules and regulations.
  • VAT and AIT to be paid under relevant government rules and regulations.

For this assignment, the hiring and selection work will be done during 1st week to 2nd week of March 2023 preferably using an online platform. After selection, the contract signing will be completed during 3rd week to 4th week of March 2023. The consultant will perform his work within 90 man-days during April-July, 2023 but he/she has to present a paper on his findings i.e. seabass production and economic performance in the national workshop scheduled to be held on 3rd week of June, 2023.

Scope of Work:

(i) The Consultant will intensively work with the BSFF team at the farm sites.

(ii) Implement the activities for rearing seabass juvenile and culture management at the project sites viz., Khulna, Bagerhat and Cox’s Bazar region.

(iii) Capture the production and economic performance of seabass farming.

(iv) Prepare a paper on seabass nursery and culture management and present it along with PPT for the national workshop on “Sea bass culture technology dissemination to explore business” to be held at Dhaka at the end of assignment.

(v) Technical assistance by the consultant will result positive snap of production and economic performance which will help the entrepreneurs and farmers to culture seabass in Bangladesh while negative economic performance might understand us the problems and challenges of seabass culture in Bangladesh.

  1. The Consultant will provide hand to hand practical support in seabass juvenile/fingerling rearing for 90 man-days in project proposed seabass pilot areas.
  2. The consultant will increase the skill and knowledge of seabass culture management of local personnel through knowledge sharing and training events at the farm sites.
  3. He/she will facilitate the juvenile rearing activities of the project in Khulna, Bagerhat and Cox’s Bazar regions.
  4. Regular maintenance of feeding practice of feed based culture management of seabass with the assistance of BSFF field staff.
  5. The consultant will take measure for regular health checkup of juvenile during the nursery and grow out management of seabass.
  6. He/she will take necessary measures to reduce the mortality during the nursing period of seabass.
  7. He/she will assist BSFF field staff to keep all the records of feeding, aqua drugs, medicine, and other aqua inputs during the nursing & grow out period of seabass.
  8. He/she will regularly visit the nursery and grow out ponds at Khulna, Bagerhat & Cox’s Bazar regions and he/she will guide the field staff members as required.
  9. He/she will work closely with the project recruited Aquaculture Specialist, Technical Officer and other project personnel during the assigned period.
  10. He/she will assist team leader to prepare necessary documents and papers for the project as required.
  11. He/she will prepare a detailed cost benefit analysis and sustainable business plan for seabass nursery and grow out culture in Bangladesh.
  12. He/she will prepare and present a paper along with PPT for the national workshop on “Sea bass culture technology dissemination to explore business” to be held at Dhaka at the end of assignment.

Qualifications & Experiences  

  1. The consultant for seabass nursery and grow out should have at least a Master degree in Fisheries Science, Aquaculture/Coastal Aquaculture/Marine Science and/or any other relevant discipline.

  3. 10 years working experience in hatchery management/Seabass fry rearing/ nursery pond preparation/nursery management of seabass juvenile.

  6. Working experience in planning and advising in seabass hatchery establishment and enhancement program of marine species is desirable.
  7. Analytical knowledge and capacity on environmental and social safeguards measures in establishing seabass hatchery and demonstration center.
  8. Experience in designing an early warning system in forecasting any disease outbreak related to seabass of both larval rearing and grow out system.
  9. Enable to work and communicate with concerned stakeholders and fluency in English with excellent written and communication skills.

 Duration of the Assignment:

The consultant will be directly engaged in seabass nursery and grow out culture at the field level in Bangladesh for 90-man days during April to July 2023.

Remuneration, Leaves and Benefits

  2. He will receive the remuneration package after submission of final report and other assigned activities to the authority.
  3. Payment would be paid in installments by BSFF in terms of agreement between BSFF and the selected consultant.
  4. VAT and AIT to be paid under relevant government rules and regulations.
  5. He/she may avail maximum 10 days leave during his working tenure but he will not be eligible for any payment during leave period.
